The concept of strategic performance management had accepted by many enterprise top managers especially the top managers, but encountered ground execution problem in the enterprise management practice, mainly includes:the lack of strategic mechanism, performance management and management departed, goal decomposition skills are not proficiency, performance management execution differ in thousands ways and rigidity. Take same measures to overcome these obstacles and difficulties, and achieve the strategic performance management system implementation is very significance for the landing of the strategic performance.As formerly a local state-owned enterprise, TRQZ company is more focused on the performance assessment, in the implementation process of performance management, which leads to the result that the company strategic target could not be decomposed very well, its performance management system is not perfect, the work performance and ability of its workers can not be fully exploited, management capacity of managers at all levels are uneven. These result in corporate performance management become formalistic and can not help to achieve its strategic objectives. The strategy-oriented performance management system combines strategic management and performance management, introduces into strategic management and performance management tool such as BSC etc, and attaches strategic thoughts and theory into the process of performance management, which makes the performance management become the enterprise sustainable development strategy tool and the management tool. Therefore, the implementation of strategic performance management mechanism could solve the status of the company's existing problems on performance management, and help managers at all levels to enhance the management capacity.In this paper, through analyzing four difficult problems in the implementation process of strategic performance management, take measures from four aspects of strategic system design, strategic planning, performance system construction and implementation to push the execution of strategic performance management system, and improve the performance management of TRQZ company. Through improving the strategic performance management system to improve the overall performance management level and enhance the enterprises competitiveness can provide some reference and inspiration for the company which is about to import this system...
