In recent years,with the development of enterprise reform,especially after the release of The Guide Line about the Further Reform of State-owned Enterprise which is authorized by the Central Committee of the Communist Party of China and State Council,how to choose a development strategy for human resources which is suitable,how to establish a High-performance Human Resource Management System is great importance.High-performance Human Resource Management System contains all traditional practices of human resources management,including the optimization of organization structure,employeestraining system,salary management system,the staff's spiritual admiration and enthusiasmto the company,continuous skill development and training,staff stability and team work which is an unprecedented opportunity for enterprise to adequately mobilize staff's initiative and creation.Nevertheless,owing to the relativelylate development of domestic High-performance Human Resource Management which still persist in traditional methods and principally focus on control,the increasingly furious international competition and huge challenge of transformation and upgrading are now a tough issue for state-owned enterprises and human resources management of these enterprisescould not possess a good result.The undeveloped human resources management of state-owned enterprises could also lead to many consequences,such as negative working attitude of partial staff,low working efficiency and lack of competition awareness,which restrict the further development of the enterprises.Hence,this thesis chooses Nantong XX Water Company as the object of study.Based on staff interview,the thesis carefully analyzed the existing problems about its human resources management.Throughsome adaptation and changes of staff training,salary system,organization structure and strict selection,etc.we could establish a High-performance Human Resource Management System and enable Nantong XX Water Company to actively adapt to many new situations like marketization,modernization and internationalization of enterprises.We should regard the development of society production as principles and focus on the enhancement of working efficiency and the core competence of state-owned enterprises to make state-owned enterprises bigger,better and stronger and to constantly enhance its economic power,control,influence and ability to resist risks.State-owned enterprises can then become easier to adapt to and lead the tide of“the New Normal” and make a great deal of contribution to the healthy and sustainabledevelopment of society and to the great rejuvenation of Chinese nation!...
