Since the reform and opening up,human resources management has become increasingly prominent in promoting the market economy,and the highway toll station personnel reform is of great significance in order to improve road operation and management level,as well as operational efficiency.Status expands through field research of staffing the Beijing-Qinhuangdao Expressway Xianghe mainline toll station,toll organization and operations,by analyzing the Xianghe mainline toll station from aspects of institutions,functions and staff classification.Then,it can be found that there are some unreasonable phenomena on staffing.This paper tries to formulate new optimizations separately by analyzing three staff categories of Xianghe mainline toll station,Firstly,the toll collector is the focus of the optimized scheme in this paper,as the mainstay of Xianghe mainline toll station.The goal to improve the quality of toll collector service mainly can be realized through the calculation of the most effective use of the ETC.Amongst all,the most effective use of the ETC is the priority for the research.Analyzing the ETC lane vehicles queuing model by the principle of queuing theory,and the incremental benefit cost ratio of its cost-benefit analysis,the optimized scheme can be established with ETC lane optimal allocation model in the aim of cost-effectiveness and the maximum incremental rate.Secondly,streamlining staff and improving the overall quality can optimize logistics personnel.Lastly,streamline organization structure,promote management ability,and hold management training to optimize management personnel.The three aspects of the optimizations have greatly increased the running efficiency and service quality of Xianghe mainline toll station.The results of research on the rational planning of Xianghe mainline toll station staff can improve productivity of Beijing-Qinhuangdao Expressway,reduce operation costs and provide a theoretical foundation accordingly.
