Xingjiang highway has turned to keep steady, rapid and healthy development. By reason that the fund our country invested is short, Xinjiang begins to take advantage of the policy of ' lending to build highway, drawing in to pay off the debt ' to develop the toll roads. The toll roads brings so large effect to the community that we must do the wide and deep study and make the united scheme about the policy of toll roads, the scale of the toll roads construction in Xinjiang in the future, the station distribution and the standard of fee so as to get along with Xinjiang highway construct freely and the toll roads construct constantly.The study work of the scheme is divited into four parts. The first partanalysis about the present state of toll roads constguct in Xinjiang, the policy of Xinjiang toll roads development and policy of management, the developing carrent of investment in the future and the effect of toll roads developingin Xinjiang. The second: decide on toll roads construction in Xinjiang and study the scheme reasonable placement, according to the scheme of highway construction in Xinjiang before 2010, in accordance with theorem decided on ' come up to the legislation, placement reasonable, united lending and paying off the debt, developing constantly', according to resting on the assaying the source of fund on highway construction. The third: place the station drawing in fee by taking advantage of the pattern of simple commitment line integer scheme, according to the theorem of ' placing the station resting on the law, placment seasonable, going after earnings, undertaking circulation freely, holding back probability of evading fee',on the toll roads decided on.The fourth: on the toll roads decided on, according to the theorem of 'the level of drawing fee on B road is lower than on highway, in the developing area is lower than in the developed area, by the assaying traffec require on toll roads, build the function of traffec require on toll roads, and on the base and the present situation of toll roads, draw up the different standard of fee on the different toll roads.After studying the scheme, corroborate the scale of lending on the highway construction in the next 5 years in Xinjiang, corroborate the scale of toll roads construction, corroborate the placment and the standard of fee, make the leader of decision clear: the placement of toll roads, the short of fund and the situation about programer which highway ought to be rebuilt [amount of traffic, price, traffic situation and amount of lending] and give him a basis of decision.
