Research On The Cost Of Migrant Works In Henan Province

Our society is in a transitional period of accelerating progress in economy, politics and culture. The citizenization of peasants is an important part of the New-type Urbanization strategy. Most of the migrant workers come from Henan province. The number of the migrant workers is about a quarter of the province’s whole population. Compared to the huge number of migrant workers, the proportion of the citizenization is low. The main reasons are the high cost of their living, their social insurance, education of their children, the construction and maintenance of infrastructure facilities and other public services provided by the government.The current level of urbanization in Henan province is not high. There is a great gap between the urban and rural areas. And the urban-rural dual structure is prominent. The regional development is uneven. The course of citizenization of peasants is affected by many factors such as institutional barriers, cost barriers, quality barriers, melting barriers and so on. Among them, the most important factor is the problem of social cost brought by the adjustment of the interest pattern after breaking the old systems. In a sense, the reform of the system, the quality of migrant workers and the social environment are also social costs. Costs are the central problems and key points of the reform. The thesis firstly elaborates the floating population theory, the Cost- benefit Theory and urban development stage theory, and sorts through the restrictions to the development of the citizenization of peasants in Henan province from the scale, quality, employment, income and expenditure, living conditions and the rights protection. Secondly, in order to more fully reflect the differences among the cities of different economic development levels in the process of citizenization in Henan province, the thesis chooses Zhengzhou, Luoyang, Shangqiu, and Xinxiang,four representative cities, to analysis. The personal and the public economic costs required in the process of transformation from the migrant workers to the citizens is calculated. Finally, based on the calculating results, it analyzes the funds-sharing mechanism,which makes the responsibility of the different sharing subjects more clear, helps the government arrange the process of citizenization in Henan province reasonably, solves The Three Rural Issues: Agriculture,Rural Areas and Farmers fundamentally and promotes the urbanization in Henan province scientifically.
