Because of China’s large agricultural population, per capita scarcity of land resources,there is a mismatch between the number of farmers and agricultural resources, and the development of agricultural science and technology, greatly improved efficiency of agricultural production, it is obvious that the rural surplus labor force is increasing day and day. At the same time, the city,expand rapidly, needed a lot of labor. In rural areas’ "pushes" and the city’s "pulls", a large-scale labor transferred from the rural to the urban,forming massive migrant workers. Migrant workers work hard in the economic development, but their basic rights can not be paid attention to.They are not concerned about,always in the marginalization of urban life,if we do not take measures, it will trigger a series of social problems. In the "two sessions" this year, Li Keqiang reported that the citizenization is the only way of modernization and it is our largest domestic potential and kinetic energy.We should promote citizenization further, build smart city, improve the living environment,and speed up the process of citizenization, achieve the full coverage of basic public services. Based on the background of the urban and rural integration, we study the costs and benefits in the process of the Changchun migrant workers’ citizenization. We view migrant workers of Changchun as our reaserach object, estimated the costs and benefits of governments and individuals in the citizenization process;we forecast the future population, the citizenization rate,combined with per cost,then give a predicted value of government’s total cost. Based on the study,we offer feasible recommendations to provide a theoretical basis and policy reference. The article’s logical framework, as follows:First, Related theory about migrant workers’ citizenization. This chapter define some concepts,such as migrant workers, migrant workers’ citizenization, the citizenization rate, the cost of migrant workers’ citizenization; state the population migration theory, the citizenization theory, the citizenization cost theory, cost- benefit theory, gray system theory, laying the groundwork for subsequent research.Then, the cost-benefit analysis of government during the migrant workers’ citizenization. First refine the constituent elements of the citizenization’s costs and benefits, establish the index system of costs and benefits; obtain data through querying Changchun Statistical Yearbook, National Economic and Development Statistics, and related portals(Home Office); estimate the the per capita annual government cost to citizenization. For the part of the government’s benefits, establish the regression model between lnGDP and lnUr, using Eviews software, by varying the ratio of the citizenization, found the amount of the increase of GDP, on the other hand, we estimate the total amount of the government spending, offer reference to the government.The private cost-benefit analysis during the migrant workers’ citizenization. Analysis the components of the costs and benefits during citizenization;obtain the relevant data through looking up to Changchun Statistical Yearbook; estimate the personal costs and benefits during citizenization. This section explains,as a rational agent,migrant workers will select citizaenation on the basis of the economic costs and benifits.And then, the economic cost analysis of the Changchun migrant workers citizenization in the future.We predict the the total population in the future using gray system theory. Calculate the incremental amount of citizens transferring from migrant workers public, combined with the per capita cost of the government, we estimate the total investment of government for future to promote the citizenship.Finally, Recommendations. After analysing of the per capita cost of the government, the total cost of government and the cost structure, combined with the main obstacles to migrant workers’ citizenization, we put forward policy recommendations to effectively promote migrant workers’ citizenization.
