Study On The Functions Of The Government In Major Service Industry Projects

With the accelerating pace of economic globalization, China's economic and social transformation and upgrading to the deepening of step by step. In this process, the influence of the government is increasingly highlighted. Such as the 4 trillion investment in 2008,and the 7 trillion investment in 2015, showing the government occupy a dominant force in economic and social reform, investment in fixed assets is still the major force to promote the development of the economy. This paper uses the empirical study method, inductive analysis method and other research methods, within the framework of market economy with Chinese characteristics, use the research result for reference about the theory of government economic functions and new public management theory, new public service theory, theory of government intervention,study Zhangjiaganglocal government how to manage the major industrial projects of the service industry in practically,the results of the study are as follows:"Sunan pattern" is famous for the local government leading economic development, Zhangjiagang as one of the most developed county of sunan region, made the rules, taking positive and effective management measures to promote the development of local economy. constantly improves the amount of services and the development level,supports for transformation and upgrading of the traditional economic industry; adjust measures to local conditions to develop service economy, upgrades service industry internal formats, let the service economy become more and more healthy..The local government bears to promote economic development in the region of the mission, but in the context of the current complex situation, major industrial project management work faces some restrictive factors, such as the restriction of the current system,the project managers are lack of ability,a tectonic problem has occurred in the global economy,these factors lead to some management problems.In order to do the management work of major industrial project, zhangjiagang local governments need to further improve its functions, in addition to providing public services,also have to implement the policies and formulate development plan,to innovation the management system, and study how to improve the level of the major industries project management work.
