China is still deepening the administrative reform and should gradually transit from a control-oriented government to a service-oriented government in the future. During this process, it’s significant to investigate and study how to build a service-oriented government by defining the relationship between government and market in the resources allocation. Foreign contracted projects are playing a big role in China’s "go global" strategy, in the last more than 30 years we have achieved a lot via foreign contracted projects. While we could have done better. The newly introduced “Belt and Road” initiative will bring more opportunities to foreign contracted projects development and potential huge achievement. It’s high time to study how to provide suitable government service to the foreign contracted projects in such situation which will benefit both companies and the government reforms. It will provide both practical and theoretical supplement to current research which is quite meaningful.In this paper I studied the related research results, introduced the basic conception of government function theories, compared the government function reforms in both China and Western countries and concluded government service function of China’s socialist market economy. I elaborated ways, situation and existing problems in current government service in foreign contracted projects area. By learning how other countries serving their foreign contracted projects going globally such as USA, Japan and Korea, I made suggestions on how China improve the service levels, mainly from organization optimization, laws and regulation construction, information services, intermediary agencies building, personnel training and business diplomacy.
