Do natural resources have any kind of impact to economic growth and social welfare? Are rich resources conducive to the growth of economy. Economists have analysed the growth of economic and social welfare in developing countries. It shows that countries rich in natural resources have a lower growth rate and of social welfare level. Come to a pessimistic conclusion: natural resources have a curse to the growth of economic which is difficult to explain. The reason is: rich natural resources induced the government to choose a bad economic system and economic policy, then produce a "indirect curse" to the growth of the economic and social welfare Does the phenomenon occur in China?The strategy of our country in 1950s is "overtaking ".Its character is "priority growth of the heavy industry". Resource-based cities are the undertakers to the strategy. As the main city which supply oil and gas for our country's economic development, oil cities spring up in 1960s-1970s, and the majority of them have entered the mature stage or a period of recession. The contradictions bringed by the economic and society have been highlighted gradually, so we must develop the non-oil industries in order to achieve the cities' continuable development. In short term, the city's major restructuring of the industrial structure can not be completed by the role of the market spontaneously. Therefore it needs the positive guidance and support from the government. But there is a big flaw in oil city's government functions for a long time, if it can not be changed promptly, the city's sustainable development will be impossible.The thesis present three characteristics of the oil city which are distinct from naturally formed cities—urban economic structure is single; two systems co-exist in urban public services; the issues of environmental governance left over from history are serious. These three characteristics make three defects to the city's government functions: The dislocation and absence of the government functions, and the serious government deficit. Thus, the urgent need is to reshape the oil city's government, build a service-oriented government. This innovation is the three shortcomings corresponding to the oil city's government functions, to discuss how to establish a service-oriented government from three aspects. From the perspective that rationalize the relationship between the government and corporations, strengthen the government's self-building; from the perspective of guide the transformation of industry,to strengthen the ability to govern; from the perspective that foster a good environment, to strengthen the government's ability to maintain social balance. And make an evaluation of the functions of Panjin city government, play the recommendation "a integration, a fusion, a separation of powers, a glamorous" of Panjin city government implementation.Because of the characteristic that the existence of the city can not depart from oil, the city faces a severe test that how to maintain a sustainable development at the very beginning. The sustainable development of oil cities is affected by resources, environment, economic , social actuality and the trends of changes in the future, the complexity decide that government is the main force to promote the sustainable development, and the transformation of government functions is top priority.
