Designation of the main functional area is one of the great strategic adjustments which implement the coordinated regional development policy by following the scientific development concept. Located in a typical Karst environment, Guanling County has the desertification problem, a fragile ecological system and land degradation. People there have conflicts with land which cause poor sustainability of regional development. It is a typical example of the economically and socially backward regions in Guizhou Province. By taking main functional areas' categorizing standards as a reference, this article argues that it is very likely that Guanling County will be defined as a restricted development district, and the current research discusses countermeasures based on seven regional classification management policies: local financial, investment, industry, land, population management, environmental protection, performance evaluation and government performance. The article also discusses other counties that are at the same developmental level of Guanling County regarding how they play the government functions under a restricted development district policy frame; how they change development module, optimize economic and social development strategy, promote the transformation of government functions, and enhance the equalization of basic public services and so on aspects. Finally, the author bring forward the opinion that at current stage, equalization of basic public services of the evaluation index system should be composed of four aspects, i.e. compulsory education, basic health care, urban and rural minimal needs, and increasing employment.
