In the aspect of developing modern agriculture, Boluo possesses quite obvious advantages, which are mainly embodied in the following aspects: the moderate climate, abundant resources, optimized development environment, solid industrial base and the outstanding economic and technical advantages. Not only its nurturing ability of industry to agriculture, but also its supporting ability of science and technology to agriculture has been consistently reinforced.Boluo has made some achievements in developing the modern agriculture in recent years, like the consistently improved agricultural mechanization and technology level, the preliminarily appeared large-scale agricultural production and the obviously increased farmers’ income, which has certain demonstrating effects for developing the modern agriculture of the surrounding areas.During the development process, Boluo has also been confronted by some restrictions of system, economy, society and culture. There are some major challenges as follows: firstly, it is the restriction of system. The reform of rural areas and agriculture relatively lags behind. The registration system of the urban and rural areas, circulation system of collectively-owned land, financial credit policy of rural areas, circulation system of agricultural products, coordinated development of rural and urban economy are still to be improved. Secondly, there is a great gap between the income and culture of urban and rural residents. The excellent rural talents have been introduced into urban areas. The empty nest phenomenon results in the inadequate application of high-tech technologies. Thirdly, the linking mechanism of agricultural operating entity and farmers’ interests is unsound, thus it can not really show the application value of its establishment. Fourthly, the manufacturing, circulation and marketing of agricultural products fall behind. The added value of products is also quite low. Fifthly, the manufacturing cost of rural areas has been constantly rising, which leads to the decline of comparative benefit of agriculture.Based on the status of agricultural development in Bo Luo, the author has made some specific suggestions which are adhered to four developing principles: highlighting the reality and characteristics of Boluo, combining of government support, farmers’ main body and social participation, reinforcing the agriculture with both scientific education and talents, and developing sustainably, to develop peri-urban agriculture by the core way of agriculture increasing effect and farmers’ increasing income as well as to accelerate the development of modern agriculture according to the location and resources. The countermeasures include to be as follows: to resolve the uneven development by optimizing the overall plan of modern agricultural development, to increase funding for the industry by broadening financing channels, to extend the industrial chain by optimizing modern agriculture system, to establish product reputation by strengthen the product quality, to promote large scale and cluster development by innovative management system, to improve scientific and technological achievements in production by building a service system for modern agriculture, to promote the Product + Service model by Internet+ development, to formalize sustainable development of agriculture by strengthening resources and environment protection, to increase risk resistance by strengthening disaster prevention and mitigation and so on.
