Study On Risk Management Of Mega IC R&D Project

The mega project is a major strategic task towards the requirement of nationality, which focuses on development of the key issues, by the cooperation of innovation to break through the bottleneck of sustaining the growth of the industry. For the mega special IC R&D project, it is a complicated system engineering and also a Chinese strategic blueprint, which promotes the electronic information's industry more powerful and lager. For a long time, the management of the mega special IC R&D project has not paid more attention to the important aspects of influencing, which has already restrict the development of technology. Also, it gradually becomes the potential factor of inducing the failing of the project. Therefore, it is significant that the management of the mega special IC R&D project should apply the project risk management, especially involved in this theory.The project management about the mega project is demonstrated in detail in this paper. According to the risk management workflow, this paper has been researched the risk identification, risk assessment, risk response, risk monitoring, and risk management system frame establishment. Firstly, according to WBS's decomposition and the major risk factor's analysis, the kinds of risk factors were identified on WBS-RBS matrix. There are 326 risk source items. Secondly, consisting with the risk characteristics of the project, it is developed a risk-check form. Various risk factors were analyzed and justified. As a result, 7 the highest Class A risk have been analyzed, including 4 technical risk factors. Thirdly, response measures for the 69 Class A and Class B risk factors were proposed. Finally, the major risk factors were monitored through project risk monitoring system. In the poject management process, project risk management system frame has been set up based on the results above, which can be helpful for project risk management afterward. The theory of risk management has been combined with the implementation of the mega special IC R&D project and it can reduce the potential risk effectively during the development of the project. So it can provide several instructive references for the risk management of the project.
