Research On Energy Saving And Emissions Reduction Policy Implementation Mechanisms In Shanghai

In order to complete the central provisions of energy-saving emission reduction targets, the development of a series of system security system and the formation of the policy implementation mechanism. This paper aims to study the operating mechanism of the energy saving and emission reduction policies in Shanghai, and to analyze the rules and find out the problems and put forward suggestions for improvement.This paper first introduces the background, the purpose, significance and main contents and methods, and summarizes the relevant research on energy saving and emission reduction and policy implementation. Then, the paper introduces and defines the related concepts of energy saving and emission reduction as well as the implementation mechanism, and points out the basis of the relevant theory, including the theory of policy implementation is the basis of the theoretical framework, and the external theory is the basis of the analysis of the theoretical basis. With the aim of energy saving and emission reduction, the paper summarizes the composition of energy saving and emission reduction mechanism in Shanghai City, introduces the main body of policy implementation, analyzes the main factors and the main constraints. From the perspective of analysis, the current energy saving and emission reduction mechanisms in Shanghai mainly include the pressure response mechanism,the pressure transmission mechanism, the mechanism of the promotion of energy saving and emission reduction, the mechanism of resource control, and the implementation of supervision mechanism.
