Research Of China's Policy Instruments For Energy Conservation And Emission Reduction Based On Content Analysis

At present,energy security and climate change have become global issues.In order to cope with energy shortages and global warming and to realize sustainable human development,we need to deepen energy conservation and strengthen emission reductions.Looking to China,China's economy has grown rapidly,and the overall national strength and people's living standards have continued increasing.However,the contradiction between economic development and resources and environment has become increasingly acute.Environmental pollution has become an important factor constraining the harmonious development of the society.At the same time,China is in the final phase of building a well-to-do society in an all-round way.Strengthening energy conservation and emission reduction is an important starting point for adapting to grasping the new normal of economic development and accelerating the transformation of economic development.Based on the text content analysis method,the in-depth analysis of the existing problems of the choice and application of China's energy-saving emission reduction policy instruments is of great significance for the implementation of the "19th National Congress" spirit,promoting the green development revolution.This article analyzes the needs of China's energy-saving and emission-reduction policy from the three perspectives including green development,energy consumption,and pollution emissions;it collates the energy-saving and emission-reduction policy texts that have been issued since the reform and opening up in China from 1978 to2017;Based on the theoretical research results of existing policy instruments and combined with the characteristics of energy conservation and emission reduction,a three-dimensional policy analysis framework consisting of the dimensions of basic policy instruments,the green development stage of ecological environment,and the tendency of policy actions has been established;Using the text of Energy Conservation and Pollution Emissions Reduction as analysis subject,the sample selection,definition analysis unit and analysis category,coding,reliability and validity evaluation,quantitative analysis and other steps were studied.The in-depth analysis of the over-flow in the selection,organization and construction of energy-saving emission reduction policy instruments since the reform and opening up in China Or lack of such issues,and accordingly made several recommendations,so as to provide reference for relevant departments to formulate and adjust energy-saving emission reduction policies.
