Evaluation System Construction And Empirical Study Of The Performance Of Energy Conservation And Emissions Reduction Of Henan Province Based On DEA

The development of productive forces and the advance of science and technology promote the social civilization progress.But with the acceleration of industrialization,population explosion,shortage of energy and environmental damage has become a global problem,endanger human survival and development,some scholars worried about the increasingly deterioration of the ecological damage and environmental pollution.Specific to the whole of henan province,the constraining force of energy and the environment to henan economy has been gradually enhanced.So it has important significance to do a good job of energy conservation and emissions reduction.First of all,this paper reviewed the literature at home and abroad,and summarized the research content and method,complement each other,in reference on the research achievements of predecessors,this article has a clear research direction.Secondly,the theory related to energy conservation and emissions reduction are sustainable development theory,the public product theory and external theory.Based on the analysis of this three theories,this article sticks to the relationship between the energy conservation and emissions reduction and this three theory,on this basis,the paper firstly make a brief analysis about the current situation of henan province industrial energy conservation and emissions reduction,and then on the basis of follow the screening principle of performance evaluation index of energy conservation and emissions reduction,and combined with the energy consumption and pollution situation in henan province,the article combined energy conservation and emissions reduction and economic benefits,and build the index system,which is suitable for measuring the performance of energy conservation and emissions reduction of henan province,this system includes three layers: the target layer,attribute layer and index layer.Finally,the paper choose DEA model to analyze the specific situation of energy conservation and emissions reduction in 17 cities of henan.This article through studies concluded that main problems of henan industrial energy conservation and emissions reduction work is technical efficiency is low and the industrial structure is not reasonable.According to the analysis results,improve the efficiency of energy saving and emission reduction in henan province are put forward policySuggestions.And to summarize the whole paper,and the paper points out the future research direction.
