For the high risk industries of Aerospace Enterprises,Heavy work would affect the mental state and healthy of the whole staff. A research institute set up only six years. Which bears the nation's cutting-edge, difficult task model. The persons work on that task had some psychological problems generally. Because of major responsibility, arduous mission, young team and the stress of life. In this context. The A research institute introduced employee assistance program(EAP) project and carried out the staff 's psychological management work, In an attempt to promote growth of employee personal, practice construction of enterprise culture, realize promotion of organizational performance.This paper looked at the EAP of the A research institute, carried on the thorough research and the application of the plan and implement in employee assistance programs based on project management.Discussed the operational feasibility of EAP projected theory.At frise, the article analyzed the development status of EAP between domestic and overseas, and introduced the management mode of A research institute. This paper made an analysis of problems and reasons existed in the A research institute, then, it analysis the feasibility of EAP project. Based on the status quo of A research institute, made a three-step development plan of the EAP project. Designed EAP project management scheme, constructed the project management organization structure, decomposed the project tasks, put forward four measures of project cost control, obtained the specific resource to carry out the project. At last, this paper made the implementation strategy of the EAP project of A research institute, put forward two measures of Project Monitoring and Control, summarized the three tasks in completion phase of the project, put forward nine safeguard measures of the EAP project in A research institute.This paper applied the theory and method of project management in EAP project, then worked out the specific work method, it has guiding significance for the EAP projects undertaken with project management method in aerospace enterprises.
