Study On Risk Assessment And Prevention Of Huanghua Port Bulk Cargo Wharf Project

At present, the pattern of coal transportation in our country is from west to east, north to south, which was caused by the differences between production and consumption and the characteristics of the distribution of productive forces and energy structure. After a period of development, There is still insufficient about coal transport capacity of northern ports among which the gap of some port is still heavy. But on the other hand, in the Bohai region port investment is overheating and the competition of port construction is disorder,so the risk of the port project gradually increases. The project of Huanghua port bulk cargo transportation Wharf has completed the preliminary project feasibility study and preliminary design work, and project approval of the relevant departments has been submitted. Through studying the project aforementioned and establishing a risk assessment system of port projects, the purpose of this study is to analyze the risk from two aspects involved in the project participants and the project and finally draw the overall risk of the project, and put forward the preventive measures on the basis of the risk degree.It was found that: the risk involved in the overall project and the project participants is low,and the defense of project mainly focuses on the operating company, which requires operating unit attention and prevention, especially when there are some market and financial risk to the operating company.First of all, the connotation of port project and the basic theory of project risk assessment are summarized in this study. This paper introduces the background and significance of the research and the current situation of domestic and foreign research. On the other hand, this paper introduces the theory and method of port project risk, and establishes the project risk evaluation index system.Secondly, the project risk is analyzed from two aspects of the project participants and the company of the project, and the specific risk is evaluated by the way of expert scoring.The risk of project participants include investors, operating units, design unit risk and the risk of company include market risk, safety and environment risk, financial risk,management risk and technical risk.Thirdly, through the above analysis of the risk of specific circumstances, using experts scoring results by fuzzy comprehensive evaluation method to evaluate project risk comprehensively, it is concluded that the overall project risk is small, but there are some risks in some areas.Finally, by analyzing the results of comprehensive evaluation project risk, project risk for specific content, the study puts forward the project risk prevention measures considering the risk of the investors, operating units, design units and market, security and environment, financial, management, technical.
