Followed along the Reform and Open policy for almost 40 years, Chinese economy developed continuously, and the pharmaceutical industry grown and developed rapidly along with the reform of China's medical care system as a key rising industry. As a big drug consumption country, China became a profit market center for pharmaceutical manufacturers domestic and international, especially after the global pharmaceuticalmanufacturersentered this market by considerable funds, the capability of research and the brand value, performedby mergers,acquisitions local pharmaceuticalmanufacturers, which increased the competition among the pharmaceutical industries.HY Group is a joint-venture pharmaceutical manufacturer, which was transformed from a state-owned company and state holding currently. HY Group tried to explore a new reform strategy and a prosperous future positively for the whole group in recently years due to the sharp competition situation. While the supporting of information was fail to keep up a pace to the rapid development and innovation of business, was almost 3-5 years behind compared to the competitors. Regarding to the current market status and the information requisition from pharmaceutical industry, the company vision, HY Group need to build up the strategic information development, to control and implement it, only in this way the development of HY Group could be guaranteed, the market share could be enlarged, and finally make information-based management could be a new key competitive power of HY Group.This paper introduced the current domestic and international research status related, analyzed the internal and external environment, and explored the problems and questions during the implementation of information-based strategy.This paper also created the information develop plan which matching the general and detail strategies from all request level secondly. Finally this paper appealed the supporting policy to ensure the strategy's implementation.
