In the21st century, more and more competitions in the market are manifested by the competition intechnology. Information technology and information systems have become the driving force of their furtherdevelopment and innovation. In theory, information technology and information systems enable businessesto improve productivity and reduce cost.According to the Pareto Principle,20%of the IT investment should receive80%of the commercialreturn. But the fact is that many companies are finding with increasing amount of money invested into theinformation system, the creation of its commercial value is difficult to live up to the expectation. So thefamous IT productivity paradox, also called the ‘IT black hole’, has been put forward. Overall, enterprises’lack of deep knowledge and understanding is one of the key reasons causing the paradox of informationsystems, also, the lack of comprehensive information technology planning, lack of the information strategysevering and supporting the overall strategy of an enterprise.Similar problems exist in the informatization course of Corporation of Xinjiang Tianye, Especially thesuspension of the planning of informatization. For now, the phenomenon of ‘information isolation’ hasalready existed. Therefore, it will be instructive for the future work of informatization of Corporation ofXin Jiang Tianye, if we carry out the study of its planning from a strategic perspective.The paper, at the beginning, elaborate on the background and meaning of the strategic planning ofenterprise informatization, the development of the informatization strategy and the overview of study athome and abroad, shedding light on the main method of the planning and the model of supporting strategy.Secondly, analyzing the current situation and problems remaining in the corporation and its demand forinformation system, and at the same time, based on the model, putting forward the planning and overallscheme. At last, summarizing the whole context, briefly analyzing the shortcoming of the research, andlooking into the distance of the future planning.The research has an instructive meaning for the work of informatization planning of the Corporation ofXinjiang Tianye, and has a practical meaning in terms of the consistency of business and informatizationstrategies, and to some extent, set an example for the informatization planning of similar enterprises inXinjiang.
