With the strategy of ?three-year decisive battle? for highway construction in Hei Longjiang province, the freeway construction makes astounding advances. Specifically, the scale and mileage of freeway have realized the historical breakthrough. However, it is noteworthy that there exist huge financial deficit behind the speedy development of freeway. Such fund gap should be made up through jumbo loans. In the meantime, the repayment of large loans should be implemented via long-term toll on the freeway. At present, vehicles on the free are charged by weight and type of vehicle in Hei Longjiang province. Nevertheless, there are several problems about the two charging system, such as different standards, lack of theoretical basis, difficult to operation, and the like. In view of those issues, this study focuses on vehicle toll pricing on the freeway in Hei Longjiang provingce, in order to determine scientific and reasonable toll standards.Based on type of toll freeway classification, pros and cons of charging-by-weight and charging-by-type of vehicle were analyzed to discover the problems for freeway toll in Hei Longjiang province.Aiming at current situation for toll freeway in Hei Longjiang province, affective factors for freeway toll pricing were investigated. Results show that inner factors include toll purpose, toll traffic volume, investment scale and structure, and so on. External factors include economic development level, government macropolicy, transportation supply-demand relation, and so forth. Those outcomes lay the foundation for cost analysis during freeway vehicle toll pricing.Starting with summarization of existing pricing methods, taking into account advantages for both toll-by-weight and toll-by-vehicle type, two-part pricing model for freeway vehicle toll was developed based on ROI(return on investment). The section from Daqing to Qiqihaer on G10 Suifenhe-Manzhouli freeway was selected to verify the accuracy of the established model. Comparative analysis between the model and other pricing approaches were also conducted to testify the superiority of two-part pricing.On one hand, the findings from current research offset the disadvantages in charging by weight and vehicle type and enrich the method base for freeway vehicle toll pricing. On the other hand, the findings provide a theoretical reference for freeway vehicle toll pricing in Hei Longjiang province.
