With the change of development mode, in order to adapt to the new economic state, and to improve the efficiency of the supply side of the structural reform, China must promote the development of the parties to focus on economic quality and efficiency, and improving the quality of products and services. The Chinese government is based on the general trend of international industrial change, and makes an overall improvement in the quality and level of China's manufacturing industry, to realize the “three change” and the supply side structural reforms that the general secretary Xi Jin-ping put forward, and to foster the spirit of excellence craftsmen that the Premier Li Ke-qiang proposed. “Made in China 2025” emphasizes that the quality is first the basic principle, and insists on strengthening enterprise quality responsibility, and enhances the quality and efficiency of the supply system, improves the competitiveness of the products, in particularly implements promotion project for manufacturing industry quality management personnel and trains professional quality management personnel.Quality engineer who is one of the important quality management personnel, needs to have the ability to participate in the overall planning of the enterprise quality work, specifically responsible for implement the quality policy and quality objectives of the enterprises, on-site guidance and help solve practical quality problems. On the one hand, because of the importance of product quality, the urgent need of manufacturing quality engineers capable of quality management positions, but the quality engineer's ability to keep up with the quality. Which leads to the quality engineer in manufacturing industry does not match the post and does not do a good job in quality management, and greatly limits the promotion space of the product quality. On the other hand, the manufacturing industry does not know what kind of competency their ideal quality engineers have and does not know how to train the existing quality engineer to meet the requirements of the job.In order to solve the problem that the quality engineer in manufacturing industry does not match with the post, firstly, on the basis of previous studies, this paper builds the competency model using the method of behavioral event interviews and questionnaire survey method, and determines the core competencies required for the quality engineer competency model. Then, this paper expounds the application of competency model in “Person-Post Matching”, and makes the analysis of the results of “Person-Post Matching” problem, and introduces the application of recruitment and training. This study not only enriches the research scope of the competency model, but also provides the theoretical basis and reference standard for the manufacturing industry to solve the “Person-Post Matching” of the quality engineer.
