With the development of market economy, the enterprise plays a more and more important role in the social, but gradually the social problems and environmental problems in the process of economic development have threatened the world's economic and social sustainable development. In reality, many enterprises use all kinds of despicable means to achieve the maximization of shareholder interests. For example, they produce fake and inferior commodities, ignore worker protection, use improper means to competitors, pollute the environment, etc. The appearance of these behaviors impel that the voice for the enterprise to fulfill social responsibility is higher and higher.In this background, more and more enterprises began to pay attention to their social responsibility. On the one hand, enterprises fulfill their social responsibility will bring certain benefits, such as improving staff loyalty, improving the corporate reputation and popularity, improving customer loyalty, etc. On the other hand, it also will increase the production cost of enterprises, affect their economic profits and market competitiveness. Whether the enterprise should fulfill social responsibility gradually becomes the research focus in the academia and practice circle. Whether the enterprise to fulfill social responsibility will have a negative impact on its competitiveness? Whether the enterprise can find the balance between the two problems? Above these questions are the focus of the study in this paper.In this paper, on the basis of existing research conclusion, making use of stakeholder theory, principal-agent theory, Maslow's hierarchy of needs, information asymmetry theory and other related theory, we seriously analyze how the corporate social responsibility behaviors impact the labor market screening. And after the NGOs involved in the corporate social responsibility construction, how to further affect employee decision-making and enterprise's human resources. In this article, through the establishment and analysis of mathematical model, we found that the enterprise to participate in social responsibility construction will help enterprises to gain the employees with high moral level and high hard-working in the labor market, which can enhance the enterprise's competitive advantage of human resources, so as to improve their market competitiveness. When NGOs involved in corporate social responsibility construction, the enterprise will enhance the competitive advantage. Thus we get the following conclusions. First, the performance of the corporate social responsibility of the enterprise can attract the high hard-working employees at a relatively low level of wages. Second, non-governmental organizations participate in the construction of corporate social responsibility can strengthen their employee's social responsibility, which makes the employees voluntarily pay a higher cost and increase the degree of hard work. Third, after non-governmental organizations to participate in the construction of corporate social responsibility, the labors with social responsibility concept will join in the enterprises which fulfill the social responsibility. And those enterprises that do not fulfill the social responsibility will be forced to get out the market.
