Innovation contact is an important part of the innovation ecosystem, research on contact between innovationsubjectsusually focuses on enterprisecontact, government contact, university and research institution contact etc., further research on enterprisecontact has become an important research field. Research focus on how innovation policy affects industrial spatial structure and pay less attention to how innovation policy affects regional innovation contact. However, as innovation is nearly becoming the driving forces in contury development, the impact of innovation policy on spacial linkage of innovation subjects is getting greater. Thus, summarizing evolution of innovation policy, exploring the influence of innovation policy on innovation contact, and combing how is innovationcontact activities affected byinnovation policy have become an important research content.This dissertation is composed of two parts, theoretical research section and empirical analysis section.Empirical analysis is the main part, a variety of methods is used to study the relevant issues from various angles. The former section discusses general mechanism of innovation policy and innovation contact, analyzes impact mechanism of innovation policy to spatial linkage between innovation subjects, finds a measurement methods to measure spatial linkage, and selects SEM method as a tool for quantitative analysis of the effects of policies on spatial linkage between innovation subjects. The later section includes innovation policy analysis, characteristics of spatial linkage between innovation subjects, the influence of innovation policy on innovation subjects, and impact chatacteristics of policy to innovation behavior. For scientific and systematic study, this dissertaion fully combs formulation and promulgation of national and provincial innovation policies from 2010 to 2015, then summarises developmenttrends of innovation policy. After measuring chatacteristics of spatial linkage between innovation subjects inYangtze Delta Metropolitan Area, this dissertaion summarizes the current spatial pattern of innovation contact.This section then uses the latest spatial econometrics method to analyze the influence of innovation policy to spatial linkage of innovation subjects. At last, this section analyzesinfluence foctors to innovation subjectsaccording to field researchinformation, thusoffsetting shortcomings of systematic quantitative study. Based on these studies, this dissertation proposes policy recommendations at last. This dissertaion is structured as follows:Chapter 1 is the introduction of this dissertation. It includes research background and significance, then decides important research concept and scope. It also summarizes relevantliterature both at home and abroad, then introducessomepopular research methods and data sources. Then it determines the research content and framework.Chapter 2is the theoretical research. After combing connotation of innovation policy and spatial linkage of innovation subjects, it analyzes the influence patternof innovation policy to innovation subjects.Chapter 3 to Chapter 6 is the empirical research. By taking the example of Yangtze Delta Metropolitan Area, this section describes the innovation policy development process and the spatial linkage pattern of innovation subjects. Then, it summarizes influence pattern of innovation policy to spatial linkage and analyzes influence factors of policy to enterprise according to field research.Chapter 7 is the conclusionand recommendation. It summarizes three major trends of innovation policy development and three spatial linkage patterns of innovation subjects in Yangtze Delta Metropolitan Area, sums up three influence patterns of innovation policy to spatial linkage of innovation subjects and puts forward threerecommendations for government.
