A Research On The Operation Mechanism Of The Yangtze River Delta Metropolis Innovation System

In the background of Chinese central government proposing the strategy of"building innovative nation", the construction of Metropolis Innovation System gets highlighted in the development of Metropolis. As the biggest Metropolis in China, The Yangtze River Delta Area attracts great attention from all walks of the society.Through researching the innovation system of The Yangtze River Delta Area ,this paper wanted to find the problems of this innovation system,complete the innovation system and increase the economy and conpetitive strength of Yangtze River Delta Area。This paper made a combination of metropolitan and regional innovation system and other related theories, described the Metropolitan innovation system operating mechanism, followed by the use of cluster analysis method to make a simple analysis of the innovation system of the Yangtze River Delta Metropolitan: The 16 cities in the Yangtze River Delta Metropolis that these cities can be classified into three parts. The reasons for the cluster may be as follows, (1) the difference of economic development; (2) the usage of foreign investment; (3) City's research strength and capacity of intermediary services. On this basis, by combinating the regional economics and systems engineering theory and analyzing the operating mechanism of Yangtze River Delta metropolitan innovation system,this paper found the cause and effect feedback loop of this system and established system dynamics model of the Yangtze River Delta metropolitan innovation system operating mechanism. The model includes four main sub-system such as sub-system of government, business sub-systems, institutions of higher learning and scientific research institutions and agencies sub-systems. By choosing the variables such as the gross domestic product, the total amount of corporate profits, research and development efficiency, government efficiency, the total number of scientists and technical market turnover,this paper carried out simulation studies,tested the authenticity of the system dynamics model,analyzed the simulation result ,got the situation and the problems of the operating mechanism of the four sub-systems. For example, sub-system business growth mainly relies on labor and investment-led growth, innovation in smaller factor,it still has obvious extensive features.Finally, combining the characteristics of the Yangtze River Delta metropolitan area and the development requirements,this paper put forward the recommendations to improve the operational mechanism.
