Recent years, with national vigorous promotion of the "Internet+" strategies, IT industry represented by five elements of Cloud Computing, Internet of Things, Mobile Internet, Big Data, Smart City, has rapidly developed. Created a mushroomed development situation of software projects, Software projects are highly dependent on human intellectual activities, and software project engineers play a crucial role in the development and implementation of software projects. Therefore, the researches on people competency assessment and performance appraisal in software projects are significant.Firstly, this paper reviews study situation of people competency assessment and performance appraisal, and explains the current situation of Chinese software project industry, software development implementation processes and software project personnel characteristics. Analyzes the current software project staff competency assessment and performance appraisal methods, problems and necessity of problem solving. Secondly, this research focuses on two aspects of competency assessment and performance appraisal methods in the software projects. The first step, through the Delphi method, AHP and other methods to study software project personnel competency assessment methods, including the use of assessment methods, the selection of indicators and the index weight determination. The second step, the research of function points evaluate method in the software project size estimation, build relationships between the project function points and staff, to calculate individual contribution degree in the project and achieve the study on project staff performance appraisal methods. The third step, analyzes the relationship between competency assessment and performance appraisal in the software projects, and describes how to apply the results. Finally, uses M company as example to show how the company coders establish the application system for competency assessment and performance appraisal.The paper has established a practical methodology and indicator system for software project staff competency assessment and performance appraisal, through the study of software project staff competency assessment and performance appraisal methods, for the software project staff selection, training, evaluation, motivation provided powerful decision support, to improve software project human resource management degree of precision. Meanwhile, the paper research results of competency assessment and performance appraisal method provides a reference for domestic software projects human resources effective management.
