Obstacles,Experience And Outlet: Route Analysis Of Occupation Pension In Our Country

In 2015, the State Council has issued “the decision on endowment insurance system reform of the stuff in government institutions” and “the measures for occupation pension in government institutions”, which mark that the merging reform of endowment insurance in government institutions takes a substantive step. Occupation pension plays a key role in the reform. If the occupation cannot be successfully implemented, the merging reform of endowment insurance in government institutions will be failed. The subject system of occupation pension has been established through the rules and regulations in our country. And then how to ensure successful implementation of occupation pension system has become a theoretical and practical problem that needs study. Therefore, this paper selects this problem as the research object.This paper studies the implementation of the occupation pension system in government institutions in mainland China mainly from the five aspects. Firstly, it combs the domestic and foreign scholars' studies on occupation pension system, laying the foundation for the research; Secondly, it reviews the evolution process of the occupation pension system in our country and summarizes historical experience and lessons, expounding the theoretical basis and significance of establishing the occupation pension system; Thirdly, it explores and concludes the realistic obstacles that the occupation pension system encountered in the process of its implementation through the depth interview. Fourthly, it summarizes the successful experience that civil servants supplement endowment insurance carried out in the typical countries and regions, which serves as a reference for the implementation of the occupational pension in mainland China. Fifthly, it puts forward policy suggestions that ensure the smooth implementation of occupation pension systemThe paper mainly adopts two research ways including literature research and field research. Literature research, through consulting literature, firstly reviews the evolution course of occupation pension system in our country and analyzes the experiences and lessons of the reform with the combination of the corresponding historical conditions. Secondly, it collects relevant literature and combs the successful practices during the implementation of that civil servants supplement endowment insurance in the typical countries and regions, summarizing the experience that can be used for the implementation of occupation pension in mainland China based on the analysis of its applicability. Field research, using Maslow's idea of “Growing-Tip Statistics”, makes the in-depth interviews with selected typical employees from some government institutions. And then it explores and concludes the obstacles encountered during the implementation of the occupation pension, providing the realistic foundation for putting forward the targeted policy suggestions.Through the study, it discovers the realistic obstacles encountered in the implementation of the occupation pension from the micro level, meso level and macro level, and the reasons of obstacles are various. Based on the successful experience learnt from typical countries and regions, it proposes the policy suggestions that ensure the smooth implementation of the occupation pension, which includes following contents: 1. obey the “incentive compatibility”; 2. complete the legal laws and regulations of occupation pension; 3. strengthen the management of the occupation pension fund and the supervision of occupation pension; 4. strengthen and clarify the financial support; 5. attach great importance to coordinated development of complementary measures.
