In China,the government departments and institutions pension insurance system reform process lagging behind the enterprise employees' pension insurance system,leading to "two-track system" long-term operation,government departments and institutions workers do not have to pay any fees,but the pension enjoyed is higher than the enterprise employees those need to bear the payment obligations.With the rapid economic and social development,enterprise workers and government departments and institutions between the staff of the pension treatment is growing,its drawbacks are increasingly prominent.On the one hand,intensified social contradictions,the community is unusually dissatisfied on the government departments and institutions' particular treatment of staff,the credibility of the government has been questioned.On the other hand,it is a serious challenge to the government's finances,reformation is imperative.Under this context,the State Council promulgated the new policy of the government departments and institutions' pension system in January 2015,merger reform the pension system of the government departments and the enterprise employees.Solving the problem of system is not unified at first,promote the merger of the basic pension insurance system,resolving the current major contradictions —— the difference of the treatment between "two-track system",also reduced the government's own financial pressure at the same time,promote the construction of a socialist harmonious society.The first part of this paper introduces the research background,research purpose and research significance of this paper,summarizes and summarizes the research status and related achievements at home and abroad,and expounds the general idea,research method and research characteristics of this paper.The second part systematically combs the development process of the old-age insurance system of the organs and institutions in our country.The third part of the implementation of the system reform and the implementation of the situation were collected and collated,reflecting the actual situation of reform and promotion.The fourth part lists the practical problems encountered in the implementation of the New Deal,and focuses on the specific reasons for the slow pace of reform of the system.The last part of the problem is found,carefully summed up and put forward to promote the implementation of the reform of the New Deal rationalization measures and recommendations.
