With the high speed development of society and the continuous progress of science and technology,the safety in production of our country enterprise changed its severe development situation and presents a good development momentum,nowadays the widely useful means of establishing and implementing the enterprise production safety control measures effectively promote to implement the enterprise security responsibility and greatly reduce the incidence rate of the enterprise safety accidents.But now almost all of the enterprise safety production evaluation system is given priority to the results control of safe production,with the focus on the assessment of safety in production accident index.With this situation,the enterprise safety production evaluation system gives the neglect of the safety in production process,at the same time the assessment process is only the departments,enterprises and so on?Thus the roots of the safety accident were not paid enough attention to,at the same time the prevention of the roots of production safety accident,the part work of the safety and process management has been weakened and the center of gravity of the enterprise safety has been neglected.In view of this,this paper adopting the safety performance evaluation system and incentive constraint's policy concentrates on the prevention of the accident roots and the management of the safety production process,and also give attention to the control link of the result of the safety production.From the source of enterprise's production safety accidents,the research and the design of enterprise performance evaluation system,involving the process management and control as well as the research and decision-making results of enterprise's safety in the whole process of production safety,improves our countries' enterprise safety production condition and reduces so as to avoid enterprise production safety accidents,which is scientific and reasonable production process effectively to ensure the safety of the staff and other material property in China's enterprises.This paper uses the extenics theory and the extension evaluation method to study the safe production in the process of performance appraisal in XinHua power generation company,and in the process of practical application uses the correlation function to describe assessment indicators accurately,and accurately depict the attribution of the indicators in the hierarchy of safety assessment.In the process of determining weight,determining index weight makes the whole appraisal process quantitative high accurate degree scientifically with the method of entropy weight.All in all,this paper has carried on a beneficial exploration about the security performance appraisal of production enterprise for a more fair and objective with the deep study of the examination system.This paper firstly described the current situation of performance evaluation at home and abroad,and carried on the detailed description about the concept and application scope of the performance,performance evaluation,production safety,the basic theory of extension theory and entropy weight method.Secondly,this paper aimed at the basic situation and scale and general situation of production safety of XinHua power generation company,which analyzed the current problems existing in the performance appraisal process.Then,according to XinHua power generation company's overall strategy,the KPI analysis method was used to construct the staffs' performance appraisal index system of production safety.On the basis of index system,using the extenics theory based on entropy weight method is aimed at examining an employee's safety behaviors in XinHua power company as an empirical research,which shows that this method model is applicable to solve the production safety performance evaluation problem that is very scientific and reasonable to the level of the safety behavior about the production line employees.Finally,in view of the different levels of the employees in production safety,under the overall guidance of effectively implementing incentives,through transferring the key work of the enterprise safety production to the accident source and the process control and improvement,Safety production decision has been taken which mainly contained the prevention.The result is to promote and implement the enterprise production safety responsibility,to prevent and reduce production safety accidents,to strengthen and improve the guarantee ability of the enterprise safety production and the goal of production safety performance appraisal system,which has important theoretical and practical significance to the safety production work of the other production enterprise.
