| At present, our country is in the process of modernization and urbanization, confronted with many problems, such as unemployment, international competition, adjustment and upgrading of industrial structure, new rural construction and so on. As the pace of social development and the adjustment of industrial and employment structure accelerate, a large number of rural labor force transfer to the city. The output of labor force gives priority to knowledge and skills over physical capability. It is difficult for those who have no knowledge or proficiency in a particular line to find jobs in the second or the third industry. However, the transfer from traditional agriculture to modern industrial society and the peasants from the countryside to the city are the only way that must be taken through. Since2008,the eruption of world economic crisis has aggravated employment market, which caused many migrant workers returning home. It brings great opportunities and challenges to rural labor force training and has become the key issue of solving "three-farming" problems.This research has adopted qualitative analysis, comparative analysis and inductive methodology. It firstly discusses the theories concerning labor transfer and human capital. Moreover, this paper analyzes the status quo as well as factors of surplus rural labor in China and mentions the importance of skill training in labor force transfer. Eventually, with reference to USA, Germany, France, Japan and some developed areas in China (such as Beijing, Shanghai, Shandon, and etc.), this dissertation takes Xinyu city as an example, analyzing the problems of labor force training and seeking effective countermeasures to promote rural labor transfer. |
