Performance assessment is a very important part of Human Resource Management(HRM) in enterprises and institutions. The performance assessment system which is lagged cannot encourage employees' motivation program and exert the intended incentive function. However, scientific and rational performance assessment system cannot only improve employees' enthusiasm, but also form a good working environment which the employees help each other at work. And then improve the Human Resource Management in enterprises and institutions. Through the improvement of the performance appraisal system and the corresponding measures, it can effectively improve the performance of each unit of work.Based on the theories of performance assessment, Daqing Branch of ABC is studied as a research object in this paper. This paper use systematical analytical methods and lots of survey interviews, taking Daqing Branch of Agricultural Bank of China(ABC) as an example and do research on the optimization of the employees' performance assessment system.Use the theoretical knowledge about the performance assessment with the appraisal program of the Daqing Branch to do a survey analysis of present assessment in this branch and mention practical problems on present assessment in order to sum up them. Afterwards, upgrade the performance assessment system of the Daqing Branch with formulating examination project, setting up examination index, the process of examination implementation, the feedback and application of examination results and at the same time use some methods of assessment such as Management by Objective(MBO) and Balanced Scorecard(BSC). Finally offer some safeguards for the implementation of the upgraded performance assessment program. Wish the research contents of this article could provide factual references for Daqing and local branches of ABC by combining their own strategic objectives and regional character to design and upgrade performance assessment program.
