Study On Specilized Famer Cooperatives Policy Support

Since the implementation of Law on Specialized Farmers Cooperatives on July 12007, there has been a rapid increase in the number of specialized farmers cooperatives registered in our country. Some large scale cooperatives with great inherent strength, which facilitate the application of high and new technologies as well as practical technologies, have become important platforms for generalizing and popularizing the scientific and technological innovations and practical techniques in modern agriculture, and also enhancing the quality and security level of the agricultural products. Overall, the development of the specialized farmers’cooperatives in our country has still been at an early stage, and there exist various problems such as low cooperative quality, unsound operating mechanism and bad profitability. The encouragement and support of the government could affect the development of specialized farmers’cooperatives. In the current situation, it is of great significance to conduct research on the relationship between the specialized farmers’ cooperative and the government, as well as on how to support and assist the development of the cooperatives.On the basis of previous research, this paper first summarizes the development status of the specialized farmers’cooperatives and the assistance level of the preferential policies in Hengxian by conducting questionnaire surveys, paying field visits and analyzing statistics. Then the paper analyzes the problems arising in the assisting process of Hengxian government and its functional departments for the development of the local specialized farmers’ cooperatives, and also the underlying reasons. Finally, based on these analyses, the paper proposes that, when supporting and assisting the development of the cooperatives, the government should target at promoting the self-development capability of the specialized farmers cooperatives and optimize the development environment of the cooperatives by increasing financial support, encouraging multi-industries, strengthening information support, optimizing preferential tax system, serving brand development, standardizing operating mechanism, etc., so as to realize the effective support and assistance for the specialized farmers cooperatives.
