Research On Financial Support For Specialized Farmers Cooperatives In Suihua City

In the Third Plenary Session of the 18 th Central Committee of the Communist Party of China, it mentioned that comprehensively deepen reform is the new period’s important strategic deployment of our country. Heilongjiang province takes advantage of its unique geographical environment, positively centers on "innovative agricultural production operators, speed up the construction of modern agricultural industry system and innovation of rural financial insurance service" reform of tasks, comprehensively promotes modern agricultural construction of the comprehensive reform experiment of Songnen plain and Sanjiang plain, making Heilongjiang province walk in eagerly anticipating the modern agricultural development, deepening the rural reform development frontier again. Suihua as an agricultural city in Heilongjiang province, takes the lead in implementing "two great plains" necessary reform, and actively explores, bold attempts, to open up a new management system of agricultural development practice path.Suihua city fully support for specialized farmers cooperatives and other such new types of agricultural management operators. establishing and improving the long-term cooperative mechanism, strengthening the demonstration guidance and internal management, to guide the development of all kinds of operators to upgrade. By the end of 2014, the specialized farmers cooperatives of Suihua has grown to 10054. The state of development of specialized farmers cooperatives in Suihua is good. But financial support for specialized farmers cooperatives of financial institutions and government does not reach the designated position, financial services is behind the development of the specialized farmers cooperatives, and these are restricting the development of specialized farmers cooperatives. Therefore, increasing the financial support for specialized farmers cooperatives is necessary.First of all, this study collects and organizes the research at home and abroad, makes research method clear, defines the specialized farmers cooperatives and financial support in concept, and defines the concept of financial support for specialized farmers cooperatives in this study, and expounds the theoretical basis of this study. This paper analyzes the status quo of specialized farmers cooperatives in Suihua from capital demand and sources these two aspects, to induct problems existing in the present situation of financial support. These problems are imbalanced supply and demand for money,lack of government support, lack of credit support, lack of loan collateral, loss of financial services and the shortage of agricultural insurance. Secondly, this study from the perspective of cooperative itself, makes theoretical analysis and empirical analysis the availability of financial support to selecting specialized farmers cooperatives loans in Suihua, choosing the cooperative management ability, intangible assets, the relationship between the silver club, president of personal characteristics and the external environment influence five aspects as specialized farmers cooperatives in Suihua loan availability to verify the factors. Using the sample data with statistics software SPSS17 Logistic regression, and using backward step by step way of screening to test the results.The results show that profitability has no significant influence on cooperatives’ achievement of loan, but assets and president of cooperatives loan so as to obtain effect is remarkable. Finally, by studying domestic results of financial support for specialized farmers cooperatives of Luonan in Shanxi province, Zhangjiajie in Hunan province and Yangling demonstration zone, gain some experience. And put forward some proposals on financial support for specialized farmers cooperatives in Suihua city, such as intensifing credit support, increasing government support, establishing and improve the system of agricultural insurance system and the loan guarantee, perfecting the related system and laws and regulations and strengthening the innovation of financial products and services.
