Farmers and agricultural issues have been the focus of our government, in order to make agricultural production to get scale management and agricultural production, the relative surplus of rural areas need to be transferred from the countryside to the city. The relative surplus of rural population, including migrant workers and farmers in the agricultural production areas and so on, a part of the people become China’s unique migrant workers because of thrust and the city’s pull, they are more wealthy than in rural areas, they will be more willing to stay in the city, since 2010, China writes“ accelerate agricultural transfer population settled in towns and cities”to encourage migrant workers become citizens. By sloving old-age insurance、account problems and so on to insure the relative surplus of the population stay in the city. At the same time,policies of encouraging migrant workers also affect the attitude of other farmers to the city. Then researching of the willingness of the farmers’ staying in the city is usefull. Because of the differences in social environment and background, the new generation of farmers and the first generation of farmers have some differents in the way of life, ideas and the willingness to stay in the city and other factors, the study of the intergeneration differences in willing to stay in the city and the reasons have a practical significance for the development of China’s government.In this paper, firstly,writer analyze the new and old generation of farmers’ willingness to stay in the city with the individual characteristics, family characteristics, social capital, psychological cognition, policy evaluation, founding that different characteristics of the intergeneration farmers’ willingness to stay in the city vary and the farmers have high willingness to stay in the city. Then filter influence factors of the new and old farmers to stay in the city, put the variables which pass the t test in the model of multiple logit regression, the study shows that the variables affecting the new generation of farmers’ willingness to stay in the city are: age, arable land, village cadres(friends), housing, children go to school variables;the study shows that the variables affecting the first generation of farmers’ willingness to stay in the city are: age, the province(county) outside the village cadres(home as) situation, village cadres(relatives and friends) situation, children go to school, outside the employment support policies.At last, combining the new generation of farmers and the first generation of farmers,the suggestions and policies of promoting the urbanization process and promoting the rural residents’ citizen ’s citizens are put forward.
