Along with China’ the highlighting of the unreasonable energy structure of “lack of oil, less gas, rich coal”, the aggravation of chemical material supply and demand contradictions, the aggravation of the oil high degree dependence on foreign et al a series of problems appearance, the modern coal chemical industry taking coal as the main raw material has aroused widespread attention and importance by the country and society. Since the project of “11th Five-Year Plan”, the scale of modern coal chemical industry grows rapidly and the results of modern coal chemical industry demonstration is significant. And the trend of industrial agglomeration and the pattern of the base have been formed. In order to better guide its development of modern coal chemical industry, the country puts forward the focus of its development during the period of “13th Five-Year Plan”. It is exerting a demonstration effect of the existing “fourteen large-scale coal chemical industry base”.Due to the fact that regular production of each item in coal chemical industry bases demands a large amount of raw and auxiliary materials, the logistics cost accounts for a high proportion of the total cost of production. Meanwhile, the logistics system of coal chemical industry base is a multi-input and multi-output system that has dynamicity, complexity and particularity, the resources of coal chemical industry base logistics system are allocated reasonably so as to guarantee the efficient production of coal chemical industry base, reduce cost, improve the results of modern coal chemical industry demonstration et al have important significance.In this paper, taking one large-scale coal chemical industry base for researching example, it deploys research on its’ logistics resources allocation efficiency so as to support the reference and theory for the realization of the high efficiency of logistics resource allocation of the coal chemical industry base. The main contents of this article are given as follows:(1) It researches and analyzes basic theory of the logistics resource allocation and the basic principle and methods of efficiency-evaluating. By analyzing the logistics system and logistics resources of coal chemical industry base, an index system for allocating the logistics resources is developed. And the DEA is used to establish an evaluation model for resource allocation efficiency of logistics system in coal chemical industry base.(2) Taking one large-scale coal chemical industry base in northwest for researching example, it carries on the analysis calculation for the efficiency of the logistics resources allocation of the coal chemical industry base with the establishing efficiency-evaluating index system and model.(3) It re-plans the short-term and long-term logistics resources of the coal chemical industry base. According to the optimum weight vector of re-planning analysis results, input-output indicator system is adjusted. Depending on the adjustment, the optimization countermeasures for the allocation of logistics resources of the base are given.The result shows that the research on the resource allocation of the coal chemical industry base involved in this article can reduce the resource redundancy, adjust the structure of input resource, and save the cost, so as to increase the benefit and exert industrial demonstration effect. Meanwhile, the research achievements expand and enrich the study field of resource allocation theoretically and provide support for guaranteeing efficient and safe producing of coal chemical industry base. |
