With the rapid economy growth of our country, the consumption of China'coal and other energy has greatly increased. In recent years, with the increasing coal in demand, the coal price rises unceasingly, profits space of the coal expands, and causes the coal enterprise constantly expand the scale of production regardless of the environment and resources of the load bearing limit, which caused the tremendous damage and waste to the local environment and the surrounding areas, simultaneous coal has the exhaustible characteristics, if excessive mining, the economy can not develop sustainable. The Yulin energy resource and chemical Base is one of the main production of our country energy, whether its resource mining is reasonable has the important influence to Yulin city, Shaanxi Province's economy and the social development. Therefore study on the reasonable coal-mining of Yulin chemical industry base has the vital practical significance to the health development.In this paper, many theories of knowledge such as economics, systems engineering, control theory, optimization theory have been integrated applied to study the reasonable coal-mining scale of energy resource and chemical industry base in Yulin, the prime work and obtains the resoult are as follows:(1) Analysis the coal resource mining influencing factor, analysis mining influencing factor to Yulin energy resource and chemical industry base according above results, meanwhile comes of the foundation that the model of reasonable coal-mining scale builds up.(2) Base on the theory of coal mining exhaustible, build the coal-mining income time-inter-temporal optimization model and get the expression of coal mining through Hamilton function and Lagrange extreme value law, meanwhile the expression adds the environmental costs factor for further expansion of the model.(3) Build the mining cost function and coal price model of the Yulin chemical industry base, which based on the demonstration study of the important parameters- cost and price parameter of coal-mining.(4) Through the parameters simulation and solution to the optimization equation, many methods have been adopted such as application VC methods-visual programming, numerical solution and achieve the value of the base coal-mining scale.(5) Finally,the paper give the reasonable proposal of the energy and chemical base in Yulin according to the actual situation of coal mining.
