Merged from Zhuzhou Commercial Bank, Xiangtan Commercial Bank, Yueyang Commercial Bank, Hengyang Commercial Bank and Shaoyang City Credit Union in 2010, Huarong Xiangjiang Bank Zhuzhou Branch is a joint-stock commercial bank belonging to China Huarong Portfolio Management Company. The bank always believes to implement the targets" Three Goals within Five Years", and pursues the development of "Four Modernizations" and "Seven Transformations". How to optimize the management of employee performance and make the best of it? The question becomes increasingly important and urgent because it's critical for the bank to improve sales and profit and strengthen risk management and competence in banking industry.Based on theories on performance management, this paper takes a closer look into the bank's current performance management system through questionnaires and interviews. The paper aims to optimize the system bys solving its deep-rooted problems. First, it lays out a strategic plan particularly designed for the Zhuzhou Branch based on the parent bank's general strategy; Secondly, the paper introduces an evaluation method based on balance score sheet and KPI. The method is composed of four-dimensional standards:financial situations, clients, internal operation and self-development. Based on 18 KPI weighted index, an innovative system of performance management suitable for Zhuzhou Branch is formulated. Combining with a feedback channel, the system aims to carry out a comprehensive management of the employee performance. Last but no least, the paper proposes a guarantee mechanism for the potential problems in the system, and evaluates the expected effects of the system.Huarong Xiangjiang Bank Zhuzhou Branch is at a critical stage of a series of transformations, especially in transformation of management skills. The paper contributes to this transformation by building a novel performance management system combing balance scores and KPI, which works as an important reference for the bank to strength internal management and improves its market competence.
