Research On Governmental Promoting The Effective Implementation Of Energy Measurement Based On Game Theory

To build a resource-saving and environment-friendly society, enhancing China's economy and social sustainable development capacity, the primary economic task at present stage is to develop nationwide energy-saving and emission reduction activities. While encouraging energy efficiency is based on the premise of on the effective implementation of energy measurement, which also has great influence on energy-saving and emission reduction.The thesis introduces the analytical method of game theory and its application in governmental promoting the effective implementation of energy measurement. First of all, according to Guangxi's situation, the relationship between characteristics of energy measurement implementation and game theory is elaborated, meanwhile the hypothesis "governmental man", which is equal to the executive agent is also put forward. Some important factors affecting the game of energy measurement implementation are analyzed, including policy formulation, executive agent, mode, and conditions, and target group and so on; Secondly, proceed from interests of all aspects, the elements of game behaviors in procedure of energy measurement implementation are further analyzed, such as formulation, supervision, and evaluation. Finally, it is suggested that government should change its concept about interest, construct game balance, and pay more attentions to advices of target groups.
