Public Policy Implementation: The Central And Local Government Interests Game Theory Analysis

Abstract:Public policy is a kind of scale to standardize the action of government at all levels. Execution of public policy for local government at all levels is an important aspect of public policy theory. The implementation of public policies relates to the efficiency of government management, Party's governing capability, the implementation of scientific development concept and building a socialist harmonious society, with far-reaching theoretical and practical significance.From the game point of view, public policy implementation process is a process of game. How should we understand the relation of interests and the game? How should we evaluate the interest differences between central and local governments when implementing our current policies?How should we find the equilibrium solution to the interests of the game between central governments and local ones. How should we make the central and local governments head from the zero-sum game to Positive-sumgame. That is the problem which the paper tries to solve.The paper establishes an analysis framework of the public policy implementation between central and local government from the view of the game, and from a new theoretical perspective provides an explanation of the underlying reasons for poor policy implementation between central and local government. Recognizing the differences of mutual interest, we should find the the equilibrium point of interest game between central and local governments, and increase the mutual strategy space. We should advocate a kind of transformation from private game to public game, from zero-sum game to Positive-sumgame. There is the coordination of space-time in the process of public policy implementation, that is to say, time is a historical depth of the advance, space is a policy transfer process from central to local government. We give a win-win framework in time and space, find the game rule that is beneficial for both central government and the protection of local interest, and mobilize the enthusiasm of local government. That is the best path and choice of public policy implementation. From the empirical study of interest game between our central government and Shanxi province with the case of coal resources in Shanxi Province, it can shed the implementation of public policy: only if the central government decentralizes, local government continue to explore and create , the two sides go on to compromise, negotiate, communicate, do the concessions of interest , it will promote both sides to turned interest conflicts into interest coordination and mutual development together. In the process of the central and local public policies continuing to coordinate, the central government achieves continuous improvement of public policy innovation, reflects central intent for the upper; local governments realizes the continuous deepening of public policy implementation, on behalf of local interests, so that the central and local government can be in mutual win or win-win situation.
