Study On The Rent-seeking Behavior Of Our Highway Engineering Supervision

Highway engineering construction concerns the country's development and the people's safety. As one of the national infrastructural projects, the quality of highway engineering directly influences the people's life and property security. With the deepening of anti-corruption and the censure from the public, the rent-seeking of public construction has gained the attention from the society. As the social public construction that directly affects people's life and property security, highway construction has drawn the attention from all walks of life in the process of the institutionalization and standardization of our public construction. The continuous corruption of the administrative officials in the highway and transportation fields has caused extreme hatred. Therefore, the standardization of highway construction should be realized via the highway engineering supervision. When people give full consideration of highway corruptions, the highway engineering supervision companies come into being and become the topics of conversation.To solve the rent-seeking during highway engineering supervision, this paper takes the highway engineering supervision from H province as example, firstly gives clarification and definition on the concept of rent-seeking, acknowledges the actual existence of the rent-seeking for highway engineering supervision, then explores the reasons in the theory of proxy agents and hierarchical agency and finds the origins for rent-seeking of highway engineering supervision by the analysis on the causes of rent-seeking. As an entry point of deep analysis and demonstration, on the basis of comprehensive network searching, this paper analyses the corruption of the highway system. Through document filing and personal working experience, analysis has been made on the rent-seeking for highway engineering supervision in the entire process, including the bidding & tendering, highway construction and acceptance, to find the subjective and object causes for the rent-seeking for highway engineering supervision, which includes the flexibility in the law and regulations on engineering inspection, the incomplete bidding & tendering system, improper supervision jurisdiction, difficulty in hierarchical supervision, irrational supervision system and the supervision staff's own problems.This paper proposes countermeasures and suggestions to improve highway engineering supervision in accordance with the existing issues. Firstly complete relevant laws and regulation, then define the responsibilities and duties for consignor, agent and supervisor, enhance the construction of supervision unit and the adjustment of the supervising industry, set up proper supervision cost system, supervision market credit rating system and the modern supervision enterprise system. Through the analysis of the rent-seeking for highway engineering supervision, this paper aims to find the root causes for the issues, and provides solutions based on relevant theories and expects to bring certain inspiration for the improvement for highway engineering supervision.
