Research On Rent-seeking Behavior Of Public Works And Its Audit Prevention

Nowadays,in the implementation of public works projects in China,the power rent seeking events often occur,resulting in the efficiency of projects often can not be maximized.Therefore,this article is going to analyze the rent-seeking behavior of public works projects and the reasons for their existence.In the second chapter,this paper first collects and reads the literature of domestic research on rent-seeking behavior of public works in the last ten years through literature research method,and collects and summarizes the possible rent-seeking behavior in every link of the whole life cycle of public works.The degree of attention paid by scholars has shown that rent-seeking behavior in public works is most likely to occur in bidding and project construction.Then using the case analysis method,this paper collected the cases of public project rent-seeking rent-seeking published by the National Bureau of corruption prevention and the People's Republic of China audit office,and statistics the occurrence of rent-seeking behavior.In the third chapter,this paper applies the theory of fraud triangle to the analysis of the mechanism of rent-seeking behavior in public works,and uses the triangle theory of fraud to combine a typical public project rent-seeking case.In the fourth chapter,this article focuses on how to prevent rent seeking behavior in public works.First,through theoretical analysis,it is concluded that audit is an effective choice to prevent rent-seeking behavior.Secondly,the three party game model in public works is constructed.By the calculation of the model,the probability of participating in rent-seeking activities by all stakeholders can be effectively reduced by the calculation of the model.The case of the audit found the rentseeking behavior of the public works confirms the role of the audit institution in preventing the rent-seeking behavior of the public works,the strict examination of the process of rent-seeking by the audit institutions and the strong investigation and punishment after the audit results,which have greatly deterred the participants of the rent-seeking activities.This paper hopes to provide a reference for the prevention of rent-seeking behavior in public works by confirming the most likely link of rent-seeking behavior in the public works,as well as the possible rent-seeking behavior,and the role and Countermeasures of the audit institutions in preventing the rent-seeking behavior of public works.
