Balancing increases in urban construction land with reduction in rural construction land policy (hereafter BURCL) aims to relieve the pressure on urban construction land and the waste of rural construction land. BURCL adheres to the requisition-compensation balance principle and urban-rural integration principle. It promotes rural intensification and industrialization development thought of land consolidation. BURCL can solve the shortage of funds in rural development by rent gap. Since the first batch of pilots from 2006, up to now, it has been taken places more than 30 provinces and cities. In the past decade, the central and local governments formulated and enforced a series of policies and regulations. The local modes were innovated according to their actual conditions in the pilot areas. This paper selects two administrative villages as the study areas (In order to ensure the objective and fair, this paper uses A and B instead of the real name of the two villages, the successful case is village A, village B is the failure case).Village A is famous for its development of agricultural cooperative, and it takes charge the BURCL pilot project by itself. The pilot BURCL project of village B is planned and managed by the local government, and most of its villagers are land-lost farmers. Firstly, this paper concludes the relevant stakeholders and analyses of the interests of stakeholders demand, then analyses stakeholders' strategy choices and seeks economic explanations by the way of game theory. After that, it sums up cooperative game equilibrium and non-cooperative game equilibrium in the BURCL pilot project. In the end, this paper provides suggestions for the BURCL pilot project in the less developed rural areas.The paper is organized into five chapters.First chapter is the introduction. It introduces background and significance of this paper, current research at domestic and abroad, the research goal, and the technical route.The second chapter is about related concepts and the basic theories. It mainly includes rent theory, stakeholder theory, game theory, unbalanced growth theory, and urban-rural integration theory.The third chapter mainly studies the typical modes of the BURCL pilot projects, including Tianjin mode, Chongqing mode, Jiangsu mode, Shandong mode.The fourth chapter is the empirical analysis of the BURCL pilot project through field investigation and in-depth interview in the study areas. First of all, it analyzes the location, economic, and social development in the past ten years of the study areas. Secondly, it systematically researches the BURCL pilot project implementation processes and results in the study areas. Furthermore, it uses the game theory to research the behaviors of stakeholders. Lastly, the relevant countermeasures and suggestions are put forward.The fifth chapter is the conclusions and deficiencies.The research finds that there always were cooperative game and non-cooperative game during the BURCL pilot project period. At beginning of the BURCL pilot project, the villagers mainly chose to compromise, players were to reach a cooperative game equilibrium. At middle of the BURCL pilot project, players were to reach a non-cooperative game equilibrium, the village cadres chose to compromise due to the gradual loss of credibility. In the late stage of the BURCL pilot project, as the target of the BURCL pilot project has been completed, the village cadres chose to uncompromised in order to seek more economic income, therefore players were to reach a non-cooperative game equilibrium.
