Organizational ethical climate refers to what is ethical behavior, how to solve the problem of ethical dilemmas or common experience and cognition for the members of the organization, this awareness can affect the individual attitude towards the ethical issues, beliefs, motivation and behavior, ultimately affect the ethical behavior of employees and the entire organization(Trevino, 1986; Victor and Cullen, 1987;Wimbush & Shepard, 1994; Falkenberg & Herremans, 1995; Malloy & Agarwal,2002). Organizational ethical climate is the ethical connotation into the organization's operational management, is the further and deepened elaboration of the study of organizational climate. As a form of organization climate, organizational ethical climate plays an important role to guide and improve employee behavior. In recent years, the organization's ethical events occurred frequently cause the extensive concern of the society from all walks of life, then, how to improve the behavior of the organization and the employee and how to cultivate the right organizational ethical climate has become the focus problem of the organization managers need to solve.At present, the environment which the organization exists is becoming more and more complex, and the competition between organizations is more and more fierce. If the enterprise has a good ethical climate, the organization members will show the same ethical choice and behavior when the organization faces a new ethical issues. But it is still relatively rare to study the organizational ethical climate of the high-tech enterprises in the Chinese economic and cultural background. J Company is the largest enterprise in Southwest China which researches and produces new materials. This study hopes to find the improvement strategy through the research on the present situation of J Company's organizational ethics climate. This paper makes a thorough understanding of the concept, development, types and influencing factors of organizational ethics climate through literature review. A survey of the organizational ethical climate of J Company is made by the ECQ scale of foreign scholars. This studywas issued a total of 120 questionnaires, 95 valid questionnaires returned. And the analysis of the questionnaire make it clear that the strength of the different organizational ethical climate performance. Data analysis is carried out on the perception of organizational ethical climate in different gender, age, job, marriage,education and department staff. This paper makes an analysis of advantages and disadvantages to find out the existing problems, and then make a research on the formation factors of the existing organizational ethics climate from the perspective of the organization, personnel structure in order to find out the solution to improve the organizational ethics climate.
