With China's economic development into the new normal,which comprehensively adopts the model of the PPP projects in the field of infrastructure,need put forward is applicable to the PPP project decision-making evaluation method.If improper selection evaluation method,Will have the affect of the PPP project decision-making and systemic deviation of target to realize the PPP project anticipated target.The ministry of finance on December 18,2015 launched ?The evaluation guidelines of value for money?(2015 [167]),that Centered on VfM evaluation method,and launch series of norms to improve the PPP project decision-making effect.Aiming at this problem,the paper study of PPP project classification and evaluation method.First,on the basis of literature research,subdivide the basic types of PPP model in our country,puts forward supply side approach of the PFI model and financing efficiency in the classification of the way of BOT mode.Then put forward accordingly with two route adaptation of PPP project evaluation method.Finally,the article to our country at present the two route of mix optimization evaluation methods of the PPP mode.Based on this,this paper deconstructed and targeted research on the above issues from the following three aspects.First,dividing China PPP project type.By combing the PPP projects,the development and research status quo,this paper aimed at the deconstruction of development target and project characteristics of the PPP project.Based on the search of classification on PPP projects in past research,this paper summed up the basic characteristics of PPP project types under different dimensions from the perspective of path PPP projects in China can be divided into the path of efficiency or investment in two dimensions.Based on this,this paper classified different PPP project at present into to the above two dimensional classification framework.Second,matching the PPP project evaluation system.Through literature research about VfM evaluation method,the paper identify the suitable scope of evaluation method.Based on the analysis above,the paper analyzed evaluation method and the matching analysis of the PPP project types from which regard efficiency path and financing path as the beginning of PPP project characteristics and the existing evaluation method,and then found that VfM evaluation to apply to the efficiency path of PPP projects,and the traditional project evaluation is more applicable to financing path of PPP project.The paper will verified by case analysis.Third,the optimization of the PPP project evaluation system.On the basis of determining the different types of PPP project evaluation system maneuverability,In order to improve the evaluation system,the paper added some content into different evaluation method of quantitative evaluation and qualitative evaluation.Based on the evaluation of the existing research results,the paper determined evaluation object of PPP project clearly,mined evaluation index deeply,explored the data sources and developed evaluation standards of PPP project which depend on the Chinese characteristics.By the depth analysis of China's PPP,the study putted forward criteria for the classification of the PPP project innovatively which Based on efficiency path and financing path,projects.On the basis of PPP project criteria for the classification,this paper analyzed the scope of VfM and improved different types of PPP projects' evaluation methods and evaluation system.The research results provided accurately,targeted evaluation system for the development of China's PPP projects and laid the foundation for China to explore PPP research projects for the future.
