Leadership plays a very i mportant role in the developm ent of enterprise. The survey and design enterprises gather a tale nted and highly educated team, who made an important contribution to the constructi on of the national infrastructure and the innovation of science and t echnology. As the "backbone", "bridge" and "propeller", middle-level managers play an important role in the enterprise. They have important responsibilities on the internal and extern al management, the m acro strategies, the information exchange and the culture heritage; also, they p lay a crucial role in the completion of business performance. However, in the execution they are lack of role orientation, management consciousness, responsibility, execution, communication skills, working goals, and guide staff. In general, their leadership needs a promotion.The research starts from the dom estic and international situation, the development of the tim es, the managem ent needs and the industry background; analyzes the middle-level managers’ role, the development of railway industry and TSDI; clarifies the rea sons and sig nificance of the research. After learning trait theory of leadership, behavi oral theories of leadersh ip, contingency theory of leadership and leadership related research theory, the paper analyzes the problems of middle-level managers’ leadership in TSDI through the questionnaire survey method. It concluded that m iddle-level managers should have four kinds of quality and ten abilities. Also, it proposed how to im prove the leadership from the m anagement system, quality and ability, sense of organization etc. The purpose of the research is to enhance the m iddle-level managers’ leadership and prom ote the sustainable development of enterprise.
