Study On Cotton Production Fluctuation Under The Subsidy Policy In Xinjiang

After several decades of development, Xinjiang has become an important cotton production base in China. It has made an important contribution to the stability of China's cotton production and the cotton production. 2014, Xinjiang cotton sown area of 1953300 hectares, an increase of 13.8%, accounting for 46.3% of China's cotton planting area of 4219100 hectares of cotton in the year, the total output of Xinjiang reached a record high of 3677000 tons, an increase of 4.52%, accounting for 59.68% of China's total cotton output 6161000. In order to stabilize Xinjiang cotton production, increase farmers income, to ensure the safety of national cotton, the countries carried out in Xinjiang cotton target price subsidies pilot in the year of 2014.This paper analyzed the cotton production in Xinjiang province by using the correlation wave theory. The fluctuation of the planting area, yield per unit area and total output of cotton in Xinjiang province were summarized, and the fluctuation of total output of cotton in Xinjiang from 2000 to 2014 was analyzed by using residual method, and the fluctuation of total output of cotton in Xinjiang was analyzed. Then, this paper describes the changes of the cotton distribution system since the founding of the PRC, and analyzes the corresponding Cotton Subsidy Policy. Our country's cotton target price subsidy policy comes from the US counter cyclical subsidy policy, therefore, in the fourth chapter, we discuss the cotton subsidy policy. Finally, the realistic background and the policy background of the price subsidy of cotton in Xinjiang are analyzed, and the influence of the policy is analyzed, and the countermeasures are put forward.
