The establishment of a new system of agricultural insurance is an important policy that thoroughly implement the scientific outlook on development, speeding up the construction of major decision coverage living security system of urban and rural residents;is an great measure than coping with the international financial crisis, expanding domestic consumption demand of major initiatives, is gradually narrowing the gap between urban and rural, changing the structure of urban-rural,is achieving the majority of farmers have place to live,to promoting residents a sense of great farmer-friendly policy family harmony, to increase the income of farmers. The pilot the new rural insurance system run for three years, attracted national attention and win the masses of peasants in different regions of the warm welcome. However, there has been implemented to the system from the pilot run over there exist some common regional problems, such as local financial pressure, collective allowance is actually difficult to implement, the young crowd participation rate was low, the insured population participation grade is lower, the basic pension level is low and the whole body of the new agricultural insurance funds to preserve and increase the value of pressure. No doubt the existence of these problems pose a challenge to the healthy development of the system, and the sustainable development of the system a threat.This paper takes Henan province S Village as an example, using the method of participant observation, interview and document analysis, the dynamic development perspective of the problems and reasons of comprehensive setting from pilot run to the system, and puts forward some suggestions according to the local actual situation:First, with the local perfecting the system details.
