With the development of urbanization and the acceleration of the aging speed ofChina’s rural population, the traditional family pension is weakening, the pension problemsof the rural elderly population has been widespread concern by people. From the1990s,China began to construction the rural social pension insurance system, but constrained bythe design of the system and the social economic situation, has been forced to stop. Until2009,the State Council issued "guidance on the new rural social pension insurance", thenew farmer’s insurance could be re-introduced in some countries. Government target is thatmajority of the rural elderly in the country can get a basic life support and enjoy their lifein2020.Based on controlling of urban and rural development and constructing of a newsocialist countryside, the paper focus on the "new farmer’s insurance" carried out in Renqiu.The first part gives a brief introduction about the research background and the line ofresearch. The second part focuses on the historical development of rural social in Chinaand review of the experts.The third part, forth putting the figures and tables to illustrate and analysis the Renqiu"new farmer’s insurance policy and systems implementation effect though dissemination ofthe questionnaire, and pointed out some problems in the process. Finally, the paperelaborates how to solve the problems in the implementation of the policy process bylearning from the typical new farmer’s insurance experience of success of the counties.
