It brings heavy pression on economy and society which need to build a perfect rural endowment insurance to fix the problem of elderly participation in society.At the same time, due to differences in the regional development, the gap between rich and poor in rural areas, directly affect the implementation of rural endowment insurance, how to effectively integrate various resources, effectively promote the farmers and the local government coordination, to ensure that the new type of rural endowment insurance work effectively and smoothly, the direction and theme that seeks to expound in this paper.In this paper, as an example, a new rural endowment insurance has been push in Changsha. According to analyse the policy and did a search in local place.
