"Science and technology is the first productive force" science and technology development has become a decisive factor of comprehensive national strength and core competitiveness around the world.In recent years,China’s mainstream media also reported that some academic fraud,the scientific research funds use occurred in the field of scientific research,such as the unreasonable use research misconduct.Research using misbehavior on the healthy development of the science in our country has many negative effects,how to curb the scientific misconduct work is imminent.This paper mainly uses the literature research method,the questionnaire method,the case analysis method,the logic analysis method,and so on,to understand the reasons for the misconduct of scientific research funds..From the reason to find methods to improve the scientific research funds in our country using misconduct prevention system construction as the goal,mainly around the following questions were studied:(1)misconduct performance and the specific reasons for the use of scientific research funds in China is what(2)research funding to solve misconduct in the way of what is.(3)what is the key to the construction of scientific research funds for the use of misconduct prevention system.The author first from research using research misconduct on the basis of theory,put forward on the other hand,researchers lack of good faith consciousness,right of fame and wealth,the temptation to let its values distorted,fierce competition for scientific research personnel psychological stress,and ignore the researchers themselves the most basic moral principles;Scientific research system,on the other hand,internal assessment,incentives and supervision system is not perfect,vulnerability of the financial system,the legislation about the scientific misconduct is not rigorous in China.Suggestion to solve the above problems: first,the research use needs to improve the system of scientific research funds used in the prevention of misconduct and construction,to establish a transparent uniform standards,strengthen the scientific research personnel incentives,arouse the enthusiasm of the creation of the scientific research personnel,and established complete financial system meets the needs of scientific financial system;Second national funding should be used to resort to legal effect of the misconduct behavior,tougher,with caution,crack down on research misconduct,and scientific research and a good atmosphere;Pay attention to integrity level of scientific research personnel,and establish credit evaluation system and scientific research personnel integrity standard education,strengthen the scientific research personnel legal consciousness;Finally,the research must be emphasized to use misconduct prevention system construction the key is to raise awareness of the integrity of scientific research personnel,improve the financial system,must be carried out using the coercive power of state at the same time,realize scientific research funds use legal system,and will use research misconduct prevention system construction into effect.In scientific research funds in our country using misconduct status and classic case system analysis foundation,scientific research funds use of misconduct against the necessity of the system construction analysis and referring to foreign research funding misconduct prevention system of experience,and puts forward to strengthen scientific research funds using misconduct system construction measures: through the transformation of government management concept of scientific research fund,recommending the use of research funding the construction of the rule of law;set up a science and technology senior management decision-making mechanism,strengthen the functions of government macroeconomic regulation and control;system and improve the relevant laws and regulations,health compensation mechanism and supervision mechanism.In order to guarantee the implementation of the system construction of scientific research funds using misconduct prevention.
