Then it briefly analyzed the cause of these problems.Secondly, through the research and analysis of Panjin Port hinterland economy, regional economy, throughput requirements, and SWOT analysis of industrial development of Panjin Port, the paper discovered the development advantages and market positioning of Panjin Port, then identified the overall goal of building a modern port with complete functions, safety and unblocking, ecological and environmental protection, intelligent and high efficiency. This kind of modern port will effectively lead and promote the transformation of city and hinterland economy industry development. Simultaneously, the paper discussed the feasibility of strategic objective in four aspects:the conformity of the upper planning, matching of Panjin city positioning, protection of industrial base and the competition and cooperation of the development of the peripheral ports.Thirdly, the paper analyzed how to further advance the reform of port system through constructing effective port construction planning management system and mechanism, perfecting incentive and restraint mechanism for port enterprises and rationalizing the relationship between government and enterprises. We should provide policy support from the aspects of finance, land, taxation and so on. Furthermore, we will further ahead port transformation and upgrading through the following aspects:expand port services, dispose port resources rationally, strengthen port security management, and enhance the level of information and innovative technology and management.Moreover, this paper explored the actual situation of Panjin Port industry in the process of economic development, obtained the advantages, disadvantages, opportunities and challenges of it by SWOT analysis and then determined the development strategy and the overall goal of the future. At the same time, in order to promote Panjin Port industry development, revitalize the city through the port, and overall transformation of the city, the paper put forward some suggestions and countermeasures from the aspects of policy, institution, and environmental construction.
